The "Suction Cups" are attached to the bottom of the moat to make the Food Holder actually 'Skid Proof'.
Just push them onto the posts on the bottom of the Moat, wet the inner cups just a bit and press down firmly to your floor or counter.
PLEASE NOTE:
Suction Cups can only be used with the New Version .........."Sani-Moat Ant Barrier II". They do not work with the Original Version.
